In May of 2012, the Justice Department released a Final Rule to Prevent, Detect and Respond to Prison Rape and Sexual Abuse. The landmark regulation contained new standards to combat sexual abuse and rape in accordance with the Prison Rape Elimination Act of 2003 (PREA). The regulation sets national standards for four categories of facilities: adult prisons and jails, lockups, community confinement facilities and juvenile facilities. This was the first-ever federal effort to set standards intended to protect inmates in all such facilities at the federal, state and local levels.
